Complying with the liquor laws

Here is the scenario

It is spring break, and your club is at the height of busy season! So many members have family and friends in town to enjoy the great weather and your club's amenities. The pool is busy, and your food and beverage team is running trying to keep up with the demand for cocktails and food around the pool. One group orders drinks and the server cards everyone to make sure they are legal to drink alcohol. Two in the group are not. The server takes the orders and brings the drinks, being sure to give the nonalcoholic drinks to those underage. On her next pass around, she notices that the two underaged people in the group are now enjoying the cocktails that the others had ordered.
